Kansas City Robotics Society By-Laws
ARTICLE I - NAME The name of the club shall be Kansas City Robotics Society herein and otherwise known as KCRS and formed in the state of Missouri ARTICLE II-PURPOSE ? To promote interest in robotics in Kansas City. ? To learn about robotics and to build robots. ? To meet other individuals with an interest in robotics. ? To discuss current events and developments in the field of robotics. ARTICLE III - MEMBERSHIP Section 1: Membership, Definition ? A member shall be defined as an individual or family that has paid their dues for the current year. A membership can apply to an individual or a family. If the membership applies to a family only one vote is granted to a family membership and the family is charged only one membership fee. Section 2: Member in Good Standing ? A member shall be considered in good standing if their dues are current. ? Only members in good standing will be allowed to vote in club elections and in matters where money is spent by the club. ? Members in good standing will be allowed one email address at our club web site. ? Members in good standing are allowed library privileges to our book library. ? Members in good standing may receive discounts on competition fees and various items sold by the club. Section 3: Temporary Membership ? Visitors to the club are always welcome and are allowed to participate in club activities. Temporary members may not vote, and will not receive any of the privileges of the members in good standing. Section 4: Duration of Membership ? All paid memberships shall be limited to one (1) year, the duration of the club fiscal year. The clubs fiscal year starts January 1, and ends December 31. Section 5: Freedom from Discrimination ? Membership and participation in Kansas City Robotics Society activities shall be free from any and all forms of discrimination and the club shall not discriminate against members in any fashion. Section 6: Behavior of Members and Guests ? For the purposes of this section a child is defined as an individual 15 years of age or younger, an adult is any individual 16 years of age or older. ? Members and Guests are expected to conduct themselves in a civilized and respectful manner at all times. ? Any child present at a club activity must be accompanied and supervised by an adult. ? Members exhibiting discriminatory, racial, sexist or belligerent behavior are subject to immediate dismissal pending a vote of the officers of the club. ? Members are expected to abide by any rules set forth by the meeting place used by the club for its meetings. ? NO weapons of any kind are allowed at club meetings. No dangerous robotic equipment is allowed to be operated at any club activity. Members or equipment violating these rules will be removed from the clubs premises. Section 7: Dues for active Membership: ? The clubs fiscal year runs January 1st to December 31st of each year. ? Dues are assessed on January 1st. ? Dues amount is set at $20.00 per annum for all memberships; ? Members departing the club prior to the end of the year will not have their dues refunded or pro-rated. ? New members joined after the start of the fiscal year will be assessed a pro-rated dues amount analyzed on a quarterly basis. However no pro-ration will be applied until the second half of the year. Dues are prorated at $5.00 per quarter after the first half of the year. ? Members will not be considered in good standing until their dues have been paid. Section 8: Probation and Expulsion: ? Any member may be expelled for violations of the rules of discrimination or for improper behavior as outlined in sections 5 and 6 pending a vote of the club officers. ARTICLE IV - AUXILIARY MEETINGS. ? The club shall have auxiliary meetings as required. ? These meetings shall be arranged and organized by the various club Deputies. ARTICLE V - CLUB INTERNET SITE The Club Internet site will be www.kansascityrobotics.org ARTICLE VI - ELECTIONS ? The meeting to elect officers shall be held on the Club?s December meeting, every Year. ARTICLE VII - CLUB MANAGEMENT Club Management shall consist of two groups: Elected Officers and Appointed Deputies. Section 1: ELECTED OFFICERS: The elected officers of the club shall consist of a President and a Treasurer. Part 1: Term of Office ? Elected officers shall serve for one year terms from January 1 through December 31. ? Elected officers shall serve in the same office no more than two consecutive terms. ? Elected officers are allowed to serve more than two years in an office but not consecutively. Part 2: Duties of the President ? The president shall be responsible for presiding over each meeting, keeping general order, providing an open forum for members to communicate, arbitrating conflicts and promoting the overall welfare of the club. ? The president shall delegate duties by selecting Deputies (as detailed below) as needed for the club?s overall functioning. ? Post on the Website on a timely basis (90 days in advance of the December election) and invite Club members to volunteer for service as either an elected Officer or an Appointed Deputy. Part 3: Duties of the Treasurer ? Maintains the budget and make financial recommendations to the President on financial matters. ? Monitors and audits funds collected and disbursed by the group. ? Collects club dues and reminds delinquent members of dues requirements. ? Paying for meeting room, web site and any other club expenses agree upon by the membership. ? Providing a list of active and inactive members, including addresses, phone numbers and email addresses. Addresses and phone numbers will be kept in confidence and will only be used in case of emergency. Email information will be provided in a timely fashion to the webmaster to keep the site current. ? Responsible for passing the membership information to the Webmaster in a timely fashion. ? At least twice a year, provide a detailed accounting of the Clubs financial status and of any and all expenses paid by club dues. ? Determine the following year?s budget and dues requirement. Part 4: Elections ? Elections are to be held at the December meeting. ? Any member desiring a position, either elected or appointed, will make his desire known to the president at least 60 days prior to the election. ? Elections will be by secret, numbered ballots. Section 2: APPOINTED DEPUTIES: All Deputies shall be appointed by the President. The appointed deputies of the club shall consist of a Deputy in charge of the club library (Librarian), a Deputy in charge of arranging and managing competitions (Competitions Deputy), a Deputy in charge of Public Relations (PR Deputy) and a Deputy in charge of the Web (Webmaster). Part 1: Term of Office ? All Deputies shall have a term of office of one year, beginning with the January meeting and ending with the December meeting. ? There is no limit to the number of terms a Deputy may serve. ? Deputy terms may be consecutive. Part 2: Duties of the Librarian ? The Librarian shall be responsible for keeping track of and maintaining all historical and current software, hardware and documents acquired club. ? The Librarian shall provide a periodic inventory of the library to all Club members. ? The Librarian shall provide the club with researched material when requested, including current news in the Robotic arena. ? The Librarian shall pass all relevant documents to the Club Webmaster for inclusion on the web on a timely basis. ? The Librarian shall maintain records of loans of material from the library to Club members. Part 3: Duties of the Competitions Deputy ? The Competitions Deputy shall be responsible for arranging and managing on an ongoing and regular basis, Competitions in which all Club members may compete with the objective of having fun and learning in a friendly and supportive environment. ? Shall select the types of Competitions and if necessary shall poll the Club members on which are the most popular Competition types, such as Mini Sumo, Line Following etc. ? Shall pass to the Webmaster the rules and regulations of the competitions as well as the dates and times of each event and those registered for each event. ? Shall act as the Master of Ceremony at each event or assign to another Club member the responsibility of supervising an event. ? Shall schedule and organize auxiliary meetings for the building and education of competition ?bots as needed. ? Shall inform, in a timely manner, the PR Deputy of upcoming events, so the PR Deputy may advertise the event. Part 4: Duties of the PR Deputy ? The Public Relations Deputy shall spread the ?good name and standing of the Club?, its mission and availability for membership to all educational and professional organizations in the Kansas City and surrounding area. ? Shall on a regular basis contact local media organizations (local newspapers, local TV, etc) with the intent to inform of Clubs activities and events (e.g., competitions, special presentations). ? Shall be responsible for increasing Club membership by the aforementioned activities. ? Shall invite special and interesting guests to present or demonstrate at the monthly Club meetings. ? Shall be responsible for having as many other sites as possible point to the KansasCityRobotics web site. Part 5: Duties of the Webmaster Deputy ? The Webmaster shall upkeep the Club website using a reputable ISP. ? The Webmaster shall update the content of the website in a timely manner, such that the site is a living dynamic document. ? The Webmaster shall back up the website on a regular basis such that no more than 2 days worth of information may be lost in a catastrophic event. ARTICLE VIII - AMENDMENTS The by-laws may be amended at the January meeting or the second meeting after a resolution is passed by the general forum requesting the by-laws be amended. Members wishing to amend the by-laws will post their changes, in advance, on the web sites forum. A two-thirds majority of the membership in attendance is required to alter or create a club amendment. ARTICLE IX ? DISSOLUTION The club can only be disbanded by a two-thirds vote of the members in attendance. All club financial requirements must be met before dissolution and any left over funds will be gifted to another non-profit club or charity. |
